Step-by-step guide
How sellers, traders, manufacturers and kite flying associations can register on the eBiz Punjab portal — documents, fees and timeline.
Quick answer: Every manufacturer, trader, seller and kite flying association involved in Basant must register online through the eBiz Punjab portal (linked from basant.punjab.gov.pk). You need a valid CNIC, email address, proof of business premises and the fee — Rs. 1,000 for manufacturers, traders and sellers or Rs. 5,000 for an association. Applications are decided within 10 days and registration is valid for one year.
Under the Punjab Regulation of Kite Flying Act 2025, anyone who wants to manufacture, trade, store, transport or sell permissible kite flying material — or form a kite flying association — must be registered. Without registration, these activities are illegal. Families who only buy kites from a registered seller and fly them on the festival days do not need business registration.
| Category | Who it covers | Fee |
|---|---|---|
| Manufacturer | Makes or prepares permissible kites, cotton dor, approved maanjha or pinna for sale to traders and sellers | Rs. 1,000 |
| Trader | Buys, stores, transports or supplies permissible material to sellers or other traders (wholesale) | Rs. 1,000 |
| Seller | Shop or person selling approved kites and dor directly to consumers (retail) | Rs. 1,000 |
| Kite Flying Association | Club or group promoting safe kite flying and helping authorities | Rs. 5,000 |
One person can apply in more than one category, but a separate application and fee is required for each. All fees are non-refundable.
Only the President or General Secretary can submit the association’s online application.
Tip: Use only the official buttons on this page or on basant.punjab.gov.pk. Do not pay any agent or social-media page claiming to “arrange” a Basant licence.
Exact windows are announced by the district administration, so keep checking the official portal.
Operating without registration, or selling prohibited material such as sharp maanjha or charkhi, can lead to cancellation of registration, seizure of material, fines and criminal proceedings. Media reports on Basant 2027 preparations mention fines of up to Rs. 2 million and imprisonment of up to five years for serious violations.
Last reviewed: October 2026. Fees and procedures can change — confirm on the official portal.
