  • Only cotton dor that meets the specified size, coating and quality.
  • Maanjha must be the approved mixture of glue, flour and powdered material β€” never glass or metal.
  • Dor must be wound as a pinna (round ball), the only compliant form of storage and sale.

Legal definitions you should know

  • Charkhi: a spool used to wind kite string β€” strictly prohibited.
  • Dor: the cotton thread used for flying kites, with defined size, coating and quality.
  • Maanjha: the approved coating of glue, flour and powdered material (glass/metal coating prohibited).
  • Pinna: the round, ball-shaped mesh of wound dor β€” the only compliant form for kite string.

Rooftop safety rules

  1. Use only safe rooftops with grills or boundary walls; gatherings on dangerous or unsecured roofs are prohibited.
  2. Avoid overcrowding β€” keep the number of people within what the roof can safely hold.
  3. Stay away from electric wires, poles and transformers. Never use metal rods to pull down kites.
  4. Keep a basic first-aid kit on the roof and know the nearest hospital.
  5. Do not run backwards while flying; mark the roof edge clearly.

Children and motorcyclists

The safety of children is the responsibility of parents and the owner of the premises. Never leave children alone on rooftops. In Lahore, a safety rod or wire on every motorcycle is mandatory β€” it protects riders from string crossing the road. Riders should also wear a helmet and a scarf or neck guard during the festival days.

How to report dangerous string or illegal sellers

If you see someone selling or using prohibited string, report it. You can use the Chief Minister’s complaint portal (crm.punjab.gov.pk), call the police emergency line 15 in an emergency, or inform the District Administration Lahore. Registered kite flying associations are also tasked with helping authorities identify illegal kite material.
