Transportation Guidelines for Kite Traders

Who is a “trader” under the rules?

Rule 2(1)(l) of the Punjab Regulation of Kite Flying Rules 2025 defines a trader as a registered person or entity that purchases, transports or stores permissible kite flying material at a specified place, for sale to a seller or another trader. A trader with valid registration may only purchase, transport, store or sell permissible material, and only at the place approved by the Deputy Commissioner.

These guidelines were issued by the Secretary, Home Department, under Section 16 of the Punjab Regulation of Kite Flying Act 2025.

Transportation permit: what it must contain

A trader bringing material from outside the province, or outside the district of registration, must seek a Transportation Permit from the Deputy Commissioner. The permit includes:

• Name of the manufacturer of the permissible material
• The manufacturer’s place and district of business
• Mode and route of transportation to the district
• Full details of the consignment and transport

Conditions every trader must follow

1. Abide by all terms issued by the Deputy Commissioner or the Home Department.
2. Submit an undertaking that no prohibited kite flying material will be transported, stored or sold in any form.
3. Do not buy, move, store or sell kites showing any holy scripture, religious place, person, national flag, or political party flag/symbol (Home Department order under Section 144 CrPC).
4. Allow the DC or authorised officers to inspect business premises, storage locations, warehouses and consignments at entry points.

How to apply

A validly registered trader submits an application to the Deputy Commissioner concerned, who decides it within one week and issues the permit. Keep the permit with the consignment at all times during transport.

Penalties for illegal transport

Transporters and drivers found carrying illegal kite flying material into Lahore can face criminal cases. Prohibited material can be seized and registration cancelled.
